Sobre el impacto de la crisis de refugiados en la PCSD de la Unión Europea. Referencia a la contribución de España

Abstract

Desde hace 3 años la UE hace frente a una crisis de refugiados que se añade al flujo de inmigrantes que se dirigen hacia Europa. La inexistencia de rutas legales y seguras provoca que unos y otros recurran a mafias de traficantes para a cruzar el Mediterráneo (a través dos rutas, la central desde Libia y la oriental desde Turquía), que se acaba convirtiendo en una fosa para miles de muertos. La UE ha puesto en marcha un dispositivo para luchar contra esa situación, en especial en la ruta que parte desde Libia, la operación EUNAVFOR MED. Pero sus características plantean algunos problemas, que no parece haber resuelto la Resolución 2240 (2015) del Consejo de Seguridad.

For the last three years the EU has been facing a refugee crisis which adds on to the flux of immigrants heading to Europe. The absence of safe and legal routes results in both immigrants and refugees having to recur to traffic mafias in order to cross the Mediterranean (through two main routes, the central one from Libya and the eastern one from Turkey), which ends up turning into a pit for thousands of deaths. The EU has launched a dispositive to fight against this situation, specifically in the route that stems from Libya, the operation EUNAVFOR MED. However, its features raise a series of problems which the Security Council’s Resolution 2240 (2015) has yet to resolve.
