Abstract
The essence of the resolution 1973 (2011) is the authorization of the use of the armed force to a coalition of States, individually or by means of organizations or regional agreements, in order to protect the civilians in Lybia and to assure the zone of prohibition of flights that it establishes. The use of the force in support of the rebels conducted by the international coalition exceeds clearly the authorization. However, the Security Council has remained, at least until today, blind, deaf and mute.
