Controlar sin reformar: la corrupción de los virreyes de Indias en el siglo XVII

Abstract

La existencia a lo largo del siglo XVII de un instrumento de control, el juicio de residencia, sobre la acción de gobierno de los virreyes de Indias, no supuso freno alguno a la comisión de actividades ilícitas por parte de quienes ejercían la representación regia en aquellos territorios. Dicho sistema de control permaneció invariable durante toda la centuria, sin que los graves delitos observados en algunos juicios, ni las denuncias de corrupción que periódicamente llegaban hasta el Consejo de Indias, ni el amplio conocimiento que se tuvo en la Corte acerca de las fortunas que conseguían atesorar los virreyes, fueran factores que indujeran a introducir modificación alguna en las formas de control del poder virreinal.

The existence throughout the seventeenth century of a control instrument, the trial of residence, on the viceroys of the West Indies government action, did not stop to commit illicit activities by those who had royal representation in those territories. This control system remained constant throughout the century, without taking into account the serious crimes observed in some trials, nor the reports of corruption that periodically reached the Council of the Indies, nor the extensive knowledge that the Court had about the fortunes that the viceroys managed to treasure. In spite of these factors induced to introduce some changes, any modification in the way of controlling viceroy’s power was made.
