El origen del modelo representativo español (y II): la negociación entre Suárez y la oposición

Abstract

The representative Spanish model ―the electoral provisions for the Congress and the Senate included in the Constitution of 1978― was developed in three stages. Here I analyze the second one, from November 1976 to March 1977. I describe the so-called «negotiations» between the Government of Adolfo Suárez and the democratic opposition and the different strategies of the different groups. I focus on the influence that official polls ―managed only by the government― had in the decision of creating the Democratic Center Union (UCD).

El modelo representativo español ―las disposiciones electorales para el Congreso y el Se-nado recogidas en la Constitución de 1978― se originó a lo largo de tres etapas. Aquí se analiza la segunda, desde noviembre de 1976 hasta marzo de 1977. Se describen las supuestas negociaciones entre el Gobierno de Adolfo Suárez y la oposición democrática. Se analizan las diferentes estrategias de los distintos grupos y se ilumina la influencia que tuvieron las encuestas oficiales ―manejadas solo por el gobierno― a la hora de fundar la Unión de Centro Democrático (UCD).
