El pulso de la Agenda Mujeres, Paz y Seguridad en su vigésimo aniversario

Abstract

After two decades of life, we are witnessing a fatigue concerning the Women, Peace and Security Agenda. Permanent members of the Security Council are being reluctant to support further developments. On the other hand, the lack of an effective implementation is undermining the confidence of the civil society in the Agenda. For the time being the WPS Agenda has been developed through the adoption of Security Council Resolutions and National Action Plans. The WPS Agenda is no longer the exclusive domain of the Security Council and, under the current circumstances, the confirmation of its nature as an instrument for human rights’ protection as well as the support of civil society are key to preserve what has been accomplished so far and and to continue to make progress in its implementation.

Tras veinte años de vida, la Agenda Mujeres, Paz y Seguridad da muestras de agotamiento. En el Consejo de Seguridad algunos miembros permanentes han expresado sus renuencias a seguir apoyando avances y la falta de una implementación efectiva ha generado desconfianza y decepción en las organizaciones de la sociedad civil. Hasta el momento la Agenda se ha desarrollado mediante Resoluciones del Consejo de Seguridad y la adopción de Planes Nacionales de Acción. La Agenda ya no es dominio exclusivo del Consejo de Seguridad y, en las circunstancias actuales, el reforzamiento de su naturaleza como instrumento de protección de los derechos humanos y el apoyo de la sociedad civil son fundamentales para preservar los logros alcanzados hasta el momento y seguir avanzando en su implementación efectiva.
