    The most classic international cooperation model, timidly outlined after the Second World War and based on donors and receivers, has given rise to a new model that, although timidly included in Resolution 2625, has been developed and highlighted in the Agenda 2030 and its Sustainable Development Goals, the latest evolution of the principle of cooperation. A model led by the United Nations, supported by consensus in its adoption and based on horizontal cooperation, with a wide range of actors and new forms and tools of cooperation, but with numerous challenges still ahead, including for international law.
